The president- and VP-elects will sit down for a formal meeting with the slew of govs gathered in Philadelphia's Independence Hall Tuesday morning.
Obama, Biden and Pennsylvania Gov. Rendell will make brief remarks at the top of the meeting.

The secretary of state will arrive in New Delhi on Wednesday, following the terror attacks in Mumbai that killed 200 people.
Six Americans were among the dead.
White House statement: "Secretary Rice's visit to India is a further demonstration of the United States' commitment to stand in solidarity with the people of India as we all work together to hold these extremists accountable." Read full statement.

The VP-elect is in attendance for the late afternoon ceremony in Cambridge where Ted Kennedy is presented with an honorary degree.
The Massachusetts Senator was originally supposed to be honored last spring.
